Topic: Noob question...

I know how to install skins, however, if I use a custom skin can other players see it and also, is there a way to force other players to use the same skin while they're on your own server?

They can see it only if they also have the same skin downloaded and installed.

The server sends the name of the skin only, not the skin itself.
There were many requests to implement an (automatic) skin-sharing / skin-downloading system, but was declined to save bandwidth and to avoid the share of illegal/harmful skins.

It depends on what skin settings you actually have downloaded on your side and the players who are going with you as well.

And for the question about forcing to have the same skin settings while on your server, I don't think that is actually possible at least for what we have now running on the main servers.
