I don't know what you mean by "the teeworlds team", but anyone can host teeworlds servers at any place in the world. You can host servers on your own Internet, you can also buy a "vps" which is basically a computer somewhere else that has all the ports opened so you can host servers on those. (For money...) 
I don't know if any of the developers host servers, but it's not like they are the main server hosters for teeworlds. For example: Salad, Broken and I pay a monthly fee for a vps in Dallas, TX. We call our severs "Lone Star", we are basically the main server hosters for North America.
