First sorry for my English but i need help !
Normaly i can host Online servers but now i cant host Online servers AND Offline servers, too !
Why ?

You need to make sure port 8303 (or whatever port you are using) is still opened. Also just make sure there aren't any firewalls that are blocking it.

Hmm, I don't really understand what you are wanting. 
If you would like an LAN server just put in your configuration: sv_register 0
If you would like your server on the master server list then you need to make sure your port is opened and that port is in your config: sv_port 8303
You are able to host an offline server, without opening any ports.
The problem would be: You are the only one able to connect to that server.
We need to know your Operating System to be able to help you.
For example: How to open a port depends on your OS.
Other things like port forwarding depend on your router or modem, what you would need to google.
Offline server -> no ports needed
Online server -> sv_register 1
and open the required ports.
Use a different port for the offline server and the online one. For example, 8304 for the offline serv.

did you even try to look for your server within teeworlds on LAN ?
I tried it lan but than its doesn't work too >.< i try now with the video.

Weird error I've never seen before:
[net]: failed to create socket with domain 23 and type 2 (0 'No error')
Maybe someone could give further explainations...
Can't you even join the server, typing "localhost:port" in the Host address, server browser?
Ok on my other Laptop with the same internet the servers are working and all ports are working but on this laptop aren't they working.
