No complete redraw of the gameskin was release until now. The best thing would be if you try something easy first, like skins or something and then when you have more skill, try the gameskin yourself. Or you find someone who gives it to you.

The official game.ai disappeared long time ago. Since then the official game.png was edited with raster image editors. So unfortunately there is no official game vector graphic.

Teekilla already linked to the discussion about redrawing the weapons on your own and that it helps you to learn how inkscape and teestyle works.

Besides, if you just want to change the hook you don't need to redraw the other graphics. Just use a raster image editor to cut the hook.
