It seems as if you didn't even chose the image you wanted for your foreground layer. To do that bring up your map and click the tab "Layers" in the upper left corner. Click the button "Add" which will bring you to a window with a scrollcar and a list of all the graphics you have readily available to chose from. Click the name of the tileset you want and then click the new "Add" button at the bottom right corner of the window. Click the tab "Images" which will bring you back to the layers, ironically. Select the layer you wish to apply your graphic to and find where it says "Images: none". Lastly, left-click that and select the graphic you want from the list. And that's it.

1) A title set is the graphics used for the foreground (the foreground is what players interact with).
2) Official graphics are automatically included in every Teeworlds download. Non-official graphics can be found scattered throughout the forums.
