I recently reinstalled windows 7 to my computer and before I did it, I could play Teeworlds perfectly, but now its lagging.. I mean that the game is like a TOTAL lagg.. everything is lagging in it.. even the cursor :S
Does anyone know what the problem is?

Is your connection laggy? Look the pings in the server list, are they over 200?
Also check your CPU usage (Ctrl+Shift+Esc, click on "show all process"). You might have to update a driver, like CarmineZ said (if I understood him correctly).

the ping wouldnt influence the lags that he described. its more like moving the cursor/ tee is not smooth :-)
Whats about other games rex? Did u expirience problems this kind with other games either?
I had this problem,too.. Try to reinstall your graphic card drivers, because mine didn't have an update, but when I reinstalled it, the problems went away.
btw: I only had these problems with Teeworlds, I could play other games like Starcraft II and CoD with normal fps and so on.

Well .. I'm not wery good with computers so can you tell me how to reinstall my graphic card drivers.. 
I'm a noob, I know 
And for me it's too only with teeworlds.
Okay,
I have a Nvidia graphic card, I don't know how it is for ATI's, but I will try to say what I did.
First, go to your System Panel and go to Deinstall Programs (I don't know what names these things have in english, but maybe I can help). There you should see something like this: NVIDIA Drivers and some other entrys about Sound Drivers or PhysX.
Now doubleclick on NVIDIA Drivers and choose "Deinstall Drivers". Then you have to reboot your computer and the resolution settings and so on will be horrible, but that's not a problem, you can change them fast.
Then go to: NVIDIA Drivers and choose your graphic card.
Download the driver, install it and enjoy teeworlds!

Not directly. On my PC, when the connection gets too low, system process overuse CPU and the mouse cursor gets laggy.
well .. reinstalling my driver didn't help .. do you know anything else what could be the problem ?
Get the Graphics Accelerator for your graphics card! What card do you have?
