Firstly, you opened two clients from your computer, they should approximatively have the same speed, the same performance, as they are using the same CPU.
Secondly, it would not make much difference on a map where it switches to night and day over 2 minutes, but on such a map with a growing flood, that would be a serious issue.

if flood total time to full map is long, the problem is little; if flood grow fast (short time), the problem is big

Soon i am thinking about what improvements are possible.
I also have some nice Ideas for matching Maps.

Perhaps later a modder is found.
