The general thought behind making a tutorial for modifying the score is heavily discouraged for many reasons:
If you have to be thought how to make a Teeworlds mod, don't even post it because it will most likely be horrible. Like with anything, practice makes perfect, and throwing out any tweaked modification will be epically lame or will be like another mod already made. I think general info about what format Teeworlds runs on/good mods are made by Keeping It Sweet and Simple (not to complicated)/easily in line with current vanilla mods... etc, would be fine. Going though the whole proses of making a mod, shows the person has no idea what he's doing, and therefor, releasing the earliest mods made by him is a very bad idea. Give it like 2 to 3 trial runs, then release the most current mod if it's gotten good reviews from other players.
Give others the respect you wish to be respected with. In the mean time, enjoy the website!
