Ping is a computer network administration utility used to test whether a particular host is reachable across an Internet Protocol (IP) network and to measure the round-trip time for packets sent from the local host to a destination computer, including the local host's own interfaces.

To make it more understandable, I think of it as: the higher it is, the more you lag. (usually)..

The "Ping" column in the scoreboard shows the time your or other player's input need to reach the server, in milliseconds. Like, if your ping is 100 and you press mouse button, you will actually fire only in 0.1 second after you press the mouse button.

To ping someone means to send someone a ping request. If you ping a server you'll have the latency (in the big lines, actually ping is not the same as latency) in ms from the server to you. Generally, if you ping any IP, you'll get the latency - means the time for a command to come from his PC to yours.
