first of all: this forum doesnt support mods
2nd : none will understand what you are talking about
3rd : there doesnt exist such a zone : not in n city, not in city|p
4th: in city|p exists a zone that works that way:
       when the police writes: /arrest <id>
       the id will go to the prison spwan point which is in city p the red team respawn point
