It doesn't. However, there's an unofficial patch that adds a telnet server to Teeworlds. Telnet uses TCP, so it does. But by default, no.

i always write on my ddrace server:
sv_gametype race
and not DDRace, but i didnt know if both works.

and teeworlds uses still udp port
if you have win xp then  follow this.
Systemsteuerung- - > Firewall - - > Ausnahmen - - > Port - -> UDP and write 8303 and a name
