2] Download Teeworlds' sources
3] Modify them
4] Compile it

Seriously, why does everybody want to make a mod.
To make his stupid mod ?
Nobody won't.
So either you learn how to code, or you ask anyone who can here.

As has been said, a very fundamental starting point of mod making is to learn the code Teeworlds is written in. With that covered it shouldn't be too difficult to figure out the mod making process by yourself.
