Look, yeah, as Snazzy sais - alot to improve.... Its cute but to .. unteeish U can make outer glow if u double click on the layer -> "outer glow", or you can copy the layer, make it stand under the layer that u need to give an effect, and blur it (for ex - u need to make layer 1 glow, u copy it, u put layer1 copy under layer1, and go to filter -> blur -> gussians blur)

And - you have the same problem as all begginers... The shadow of the foot that is "under " the body. If the foot is like under the body, then u need to make shadow on ALL of it, cause the shadow comes from the body. Like this :

The clouds look teeish enough, but the rain .. No ;( better make it a little more comic style, and its kinda easy to do in PS) you can draw a drop on a new layer, then erase the "background" layer, then go to
Image -> Trim (press enter) ; Now - Edit -> Define Brush Preset, and then, like in da screenshot :
