I made a server and i dont know how to get all of the weapons and unlimited hook and jumps can any1 help me

how the hell do other ppl use super and weapon and it says i need to be level 4 to use cheats_on so how do i be level 4

Remove super_me and weapons_me from your config, as I said this shouldn't be there.
Add cheats_on instead.

Then, connect to your server, F2, enter your password, type weapons_me, etc

ok i did all u said and it says you have level low to use command : you level 3 need level 4 what do i do

You'll need level 4 for cheats_on, that's why you just put it in your config file (name.cfg)

Level 4 -- Command can be fulfilled only in the config file.
Level 3 -- Admin. Password set by parameter sv_rcon_password_admin
Level 2 -- Moderator. Password set by parameter sv_rcon_password_moderator
Level 1 -- Assistant. Password set by parameter sv_rcon_password_helper            I need level 4 to use cheats_on and i dont know how to

Which modification are you talking about? DDRace?

EDIT: Got it, saw your other topic.

Level 4 is not a level as you can use in the rcon. Level 4 is the highest level, and you can only use it by typing things in the configuration-file (.cfg). Like, you must use level 4 to add votes. If you want to add a vote, you have to type this in your configuration-file and then restart the server:
addvote change_map ddrace2

As we can't offer good support for most mods it will be very hard to help you with this issue. The best thing you can do is contact the developers of the mod, they will probably know how to solve your issue.

Another advice you should try to follow is to stick to one topic for one problem, as multiple topics on the same subject will make it very hard to help you and make a mess of the forum.
