You find a skin, and you download to the skins folder, which should be teeworlds-0.5.2-win32/data/skins, and then you should be able to select it through the in-game menus.

Here is a skinpack with 237 skins.

To install them, go to your Teeworlds-folder, then the "data"-folder and unzip the skins into the folder "skins".
