[HELP] Creating a server...

Hi,
Actually, I created a file named serverconfig.cfg but I have some difficulties on completing it :

sv_bindaddr *    Address to bind.   
sv_port *    The port the server will listen on.    8303

What do I need to put on these 2?
When I put sv_port 8303, it says that it is already used something like that...

Please help me !
