All files used for calculating the nethash are potential places where the behaviour of communication/protocol may change - and with this cause incompatibilities and strange bugs.
Game core is code that runs on both client and server. Used for movement on the server and predicting that movement on the client which means that if you change it, the client won't be able to predict how the character will move and you will get a lot of jerkiness.
so its only a help for modder?
Yes and no, it certainly does not modder's life easier, but it tells them to think twice before changing anything in gamecore, which can make their mods better.
