very simple ^^
(o i must make a tutorial)
first go in "mods" then look here :

http://zuploader.apda.fr/images_upload/image_28_1.jpg

You have juste to select the mod (here teeworlds_srv_instagib) and put options on top.
Then file->save
Now you have a "yourservername.bat" in your teeworlds folder, launch it !
(or just do file->launch server)
