What good programs you know (or use) for optimization pictures? How make size of pics smaller?

you know - if you create a map(or other), you want that your map was small. Main problem - image size. What you do for decrease image size?

Do you mean size (resolution) or size (filesize)?

a good and free program is "paint.NET" http://www.getpaint.net/
its much better than the normal ms-paint and has lots of cool features

You can use gimp, save in JPEG and use the compression function
Or save in GIF with Indexed colors (Image-Mode-Indexed)

Huh... I think he's talking about the tilesets and other graphics for Maps(look at his second post), so don't talk about JPEG and GIF, this will just cause more of a confusion.
All Teeworlds graphics have to be in png format, and as far as I know, this format doesn't have any variable compression method like PNG or GIF. There is only one way to make png files in filesize smaller, and this is to to make the graphic smaller (as in resolution).

And you can use inkscape for images. Its an open source vector editor but you can export pngs. http://inkscape.org/
