i think a good idea is to create a rcon tool .. so that admins can use rcon without joining the game
usefull features:
Bad Nickname kick/ban
high ping kick
status message (every ** minutes)(good for race maps... to show top 5 list every ** minutes)
pls try your best 
full support!
it is a pain when my server is full and i want to join
i know what you mean thats the reason for this idea ;);)
Could probably be integrated into the terminal that you use to launch teeworlds.

Features (only the usefull things for tw)
* Server-status display / adding server (IP Port, RCon password)
* Server restart / Restart of a round
* Mapchange (inside of the map-rotation)
Serversettings for Crysis:
* Timelimit, Respawn-Time, Minimum-Teamlimit
* Autoteam-Balance on/off
* Manual command entry possible
* Join-Password setting
* Servermessage sending into the game
Gamer and Gamerlists
* Gamer: kiking with nicname, by ID, ban gamer (nic/ID) Bantime and - timeout
* Gamerlist: Who is there, TK, Deaths
and such a tool like this should be done for teeworlds
You could make a password-protected reserve space for yourself a la Rahj's classmod.
@Roanoke i know.. but i hate starting the game all time when i want to change something in server config ...
and a little rcon tool runs in background with no problems
You don't have to start the game to change a setting in your .cfg
noob ... when the server is running and i change the *.cfg file nothing happens -.- and so i need to start tw or the rcon tool that i want...
Well, just create a reserved place for yourself and you're fixed

Just do my advice, set a reserved spot for yourself in the server.cfg instead, a tool like this isn't possible without recoding teeworlds. ( It can only handle 12 connections )

Just stop running the server, change the file, start the server, and grow up.
my servers are the "very" famous flyrace ones... and i dont want that people are angry about my servers ... or when i join the game all other leave because they think i restart server

Doing rcon with "a simple tool" is currenly not possible with 0.4.3. The server doesn't listen on a specific port waiting for incomming remote-connections and doing a "rcon-protocol". So there are changes on tw-code needed to challenge this.
You could however create a quick&dirty tool by creating a stripped-down client which only does the connection and rcon-handling. Good luck (Edit: Uhm, and you need a "reserved-slot" for this one connection as well)
yeah i know.. some really bad problems reserverd slot omg.. lets wait till later versions
