I mean a Community. We want to upload it. But is that allowed?

Why don't you just link to the download section of the official homepage?
Maybe the ppl will stop by and register at the forum? Hmm.

But we are building a german community. Maybe the person don't want to speak english. So is it allowed to upload the game on our webspace?

Starrie you can download it here for free!
but if you still want to upload it anywhere - ok - its allowed
but teeworlds is still being updated, right?

I would suggest, that you set a link to the download section. Then your link will never ever be outdated.
