Can you translate English or any other language into Kazan or Tartarstan? I beleive all you would have to do is take one of these files translate them into those languages and submit them as a patch. If you don't know how to submit them you could probably just upload the file here and someone could do it for you.

If there is more to this could someone else fill him in? I am pretty shure this is all you have to do though.

I think the strings should be cleaned up first. There are so many duplicates. It can also be organized better.
