This is not a feature of the standard Teeworlds servers.

Google a website that provides a server binary which features it.

Look at the DC mod, coded by Pikotee. It has an extra tee that is coded properly. I mean, it's a dummy...
And if you're searching for an AI, look at the Monster mod, coded by me.

Both mods are opensource.
