Yep. Same skills as for coding a whole new mod, since you actually need to start from vanilla scratch, kinda.

A reasonable start is figuring out the exact vanilla codebase on which the mod was based, and creating a diff of that against whatever you want to re-base it on. this yields a (huge) patch which you then apply against the mod source code. after resolving all conflicts you may or may not end up with something fairly close to what you were aiming for (depending on the mod's source code quality and on the subsystems it actually modified).
