I havn't participated for over a year! (I thought the german run mods had killed TW for good)
Its time to give 0.6 a try!!! 
IDEAS FOR 0.7.x
changing in DM: tune laser_reload (%)
tune laser_ammo (%)
tune grenade_spawn (%)
tune grenade_bounce (%)
tune shotgun_damage (%)
but then with all weapons 
And one question: when I type in f2: tune grenade_speed (%) It say: Resetting to pure server... why is that?? I mean: now I cant use tunes, is there anyway it IS possible? when it's not, make it possible.
tune laser_reload_time (250)
tune grenade_spawn_time 15 = (15 seconds)
tune shotgun_ammo 100
tune gun_damage 3
tune hammer_freeze 1 = (1 on, 0 off) 10 = (10 seconds frozen )
Make all this PLEASE possible with all weapons in 0.7.x!
It's so cool to tune things like this, It makes DM have more players.
Just make these tunes POSSIBLE.

It will remain free and open source.
And about your signature. Go to the folder ~/.teeworlds/skins/ and put the skins you want to use there.

As far as i now, there wont be 0.6.2, the developement team aims towards 0.7
(Rumors say it will be released end of the year .. :>)

Please don't be annoyed that I ask you this but I've wondered about the reason for that response for a while. Is it used because as development progresses, new ideas are implemented/new bugs arises or is it mainly because the work is done as a secondary hobby to real life business, and therefore, it takes longer and isn't worked on at a common pace?

The second one. There is no reason/no way to stress devs with deadlines when they're doing this on their free time.
