Right-click > open. All operating systems already have a default text editor.

Can't you create files in general, or just no .cfg file? Try to open notepad or any other editor, you should be able to save the file with the ending .cfg.
Second method would be to copy any .cfg file, remove its content and rename it
Third method would be to enable file-extensions, but it requires some general knowledge about windows.

I think you have a big lack of knowledge on your Operating System. Maybe trying to have a teeworlds server isn't a great idea.
To open a text document in win xp, press start, click on run, or press windows key + R
type in notepad, and click ok.
this is notepad. Search this forum for settings to put for your server.
change sv_admin_pass to sv_rcon_password as this is the new command in 0.6.1
click file, then save.
File name put autoexec.cfg
save as type put All files
save in same folder as server
example config:
sv_name exampleconfig server
logfile nameoflogfile
sv_port 8303
sv_external_port
sv_tournament_mode 0
sv_register 1
sv_high_bandwidth 0
sv_rcon_max_tries 3
sv_rcon_password adminpass

Someone PLEASE DO make tutorial how to host server on latest version of TW 0.6.1 or what ever it is WITH TSC! I need help with it 
Run your server without tsc, it's just way more complicated and limited (with tsc)!
Otherwise please ask specific questions to the developer of tsc, we can't help you there.
It looks like TSC is not running well with latest versions. As said Slayer, you should try the normal way, it's not any harder and we're sure it works. Besides, if you have any issue with it, we would be able to help you.
I'm using normal teeworldssrv.exe and server works fine but I wanna host infestation
then you have to replace the teeworldssrv.exe with the one of your modification. You will probably find it in the specific thread

I have already set up an normalserver with all options and a ddrace server with ddrace maps etc. but now is my question: HOW DO I SET UP AN ICTF SERVER????

Wow, interesting question... If you are using Windows you right click on your desktop then run over "New" then click on "Text Document"...
