If there is any volunteer to do such kinda not needed jobs, there is a little chance it could be done.
Probably the best way would be to read some good english tutorials / manuals, even with google translator you should be able to understand them.

Kowni, il y a un tutoriel en anglais. Tu mais utilises le google traducteur. Le configuration fondamental est très simple. Créer un fichier "name.cfg". Les variables très important sont sv_name et sv_rcon_password. sv_name sauvegarde le nom de ton server et sv_rcon_password le password pour le console du server.     Commence le server comme ca: teeworlds_srv.exe -f name.cfg
