I think that the command doesn't require quotes (")

As an example:

add_vote "Change map to ctf1" sv_map ctf1

There are some minor mistakes though, e.g. the description is NOT optional.

Im sorry but i never use this command and i want to know what it does do: sv_powerups 0/1

If you go to ctf2 (and some dm maps), there is a special weapon called the katana. It's labeled as a powerup.

sv_powerups 0 disables the powerup
sv_powerups 1 enables the powerup. This is the default.
So if you want it off, either type in rcon "sv_powerups 0" or in your server config.
