rcon doesnt work

Your question is a little bit low.
First of all, we don't even know which mod you are useing.
Pure vanilla is the standart gameserver which isn't a modification.
I don't think that "lvl 0" is from the pure vanilla , so it could be that you are using DDRace, but we aren't really supporting mods here, maybe I do, but DDRace has an own website: ddrace.info.
When it isn't the ddrace mod, try to find a sample config for the server and enter all the needed paswords like modpw , adminpw or helperpw.
Did you use a .bat file to start your server?
Did you use the right .cfg file ?
Did you even know how to start up a server?
Do you know that f2 is the right console , where you have first to enter the password and then to enter admin commands.....
