the teeworlds_srv that comes with teeworlds is already ctf, dm, and tdm

mod = modification
ctf / dm are pure gametypes, they are not mods.

Read the descriptions of the mods to find what you are looking for.
But no mod will run under gametype dm or ctf because it's forbidden.
