At first, welcome to Teeworlds, lilc800! Next time you post a new topic, try to find the best category for it, as you'll get an answer much faster. Almost all questions regarding the game should be posted in the official support section.

3. It depends. If you want to hose your server at home, it'll probably be free. However, if you think your players should have a good ping, you might want to pay for a VPS (Virtual Private Server). Use Google to to find a VPS in your country. VPS'es are pretty cheap, try to find some nice one.
