download teeworld server creator 2.1 and then it will help you
just write that in google if you want to modify the server then go to setting 2 in the tsc2.1
and type server file as the mod file provided and it all has to be in teeworld folder the downloaded maps can be seen there you have to add them to the map folder then add them  in maporation if you want to add votes go to setting3
