You can't.
You can in some case, but you need administrative account from you web server.
If you have, you can use, in php, for windows, system("call teeworlds.exe');
For linux, i don't know.
If you can't use those commands, you must have a shell account.
What i'm sure is that you can't start a server on a shared hosting.

You could take a look at this website for server hosting tutorials for many operating systems.
Something else, it has been deemed necessary to remove the hot tempered discussion on the FTP question. Please try to answer in a civil way which helps the top poster instead of flaming on something unrelated.
And this thread should have been closed days ago. How to host servers should be searched for, and general information on how ftp works aswell.
