Dude... its disgusting. it might have been bordering on funny if it was actually tee worlds graphics, but no, its gigantic hunks of pixels.

this has to be one of the worst skins on the forum (there has been plenty more) but it still makes it into the "worst skins" category in my opinion.

PS:Can you tell me with what programm i can make skins?Because you saw what I have made with my programm and you said that is ugly^^

This is someone's first attempt, you could be a bit more tolerant.
I would recommend Inkscape and Gimp as free graphics programs, and maybe try reading some of the skin creation tutorials, there are a few around.
Don't copy other peoples graphics, they really don't like it!

i hope it is a bit better .I have painted it with inkscape and gimp and it is now not full of pixels.

i had a bit time every day and spend it in this work .only 30-60 minutes a day .
the tee-skin will follow in a few days

This makes it into the "worst skins" category in my opinion.
And this Opinion still stands.
you need to re-draw the whole thing.
List of things to improve:
1# needs to have thicker black lines.
2# cross hairs need to be remade, not just paint bucketed.
3# Spread the weapons apart more, they are getting in each others sector.
Everything apart from what i have just listed need to be redrawn with a tee worlds look.
