Yes, I think the rulebook is incomplete.
If the admins think vali and Teemo will go away by themselves, they are probably wrong. So far, Illuminati has only grown bigger and bigger. There is no reason to wait they destroy all of Teeworlds to react.

Why you talk about spoofing all the time? It's not related here, they just buy a new IP address, spoofing can't be used to host a server as you can't receive packets sent to the IP you set as your Source IP.

What I want to say: banning makes sense.

Real programmers don't comment their code - it was hard to write, it should be hard to understand.

Because Teemo is selling spoofable servers (he says so in his Skype description and he tried to sell it to players in game).
You seem to know better, so I will trust you.
If I understand, a spoofable server can send packets with a fake IP, but can't receive packets on this fake IP?

Yes, this is because the response to the packets is sent to the Fake IP, and the responding server doesn't ever receive anything from the real IP

Having troubles finding servers in the serverlist? Go to Pastebin (its a referer cause there is daily a new pastebin) and add the lines to your settings.cfg (in %APPDATA%\teeworlds). Then open teeworlds and go to the favorites tab. (Note however, standard teeworlds client can only show 256 favorites, use ddnet instead)

seems like zcatch got a flooding and "stressing network ban" bypassing problem as well.
