Yes, of course. I can recommend you 2 vps providers that i've already experienced:
1. Host1free.com - you should wait for a week before you get access to your vps with dedicated ipv4 and 128mb RAM. Actually, it's enough for 1 teeworlds server.
2. Vps.me - you need to activate your account via sms (just receive the code, nothing to send). In a half of hours you will get access to your vps with ipv6 only, 384mb RAM, 0.6 Ghz cpu and 10 gb disk storage; and.. It's located in USA sad ping in europe will be over 100. Btw, they allow to setup ipv4 forwarding, so you can setup teeworlds ipv4 servers, just don't forget to forward ports for it.

You setup your free or paid teeworlds server through the web browser.
