Topic: Can't Connect

My server doesn't appear on server list.
Version 0.61:
[53c6b160][register] ERROR: The master server reports that clients can not Connect too this server.

[53c6b160][register] ERROR: configure your firewall/nat to let through udp
on port 8303

My Config:
sv_name Named server
sv_gametype DM
sv_warmup 3
sv_map dm1
sv_maprotation dm1
sv_max_clients 4
sv_scorelimit 25
sv_rcon_password ***
sv_register 1
sv_port 8303

I don't have router and I can't open port by portforward ;/
My firewall is off. And it still appear.
What I have to do?

Running a server via a mobile internet is a bad idea.
And in case you meant "WLAN": Then you should have a router.

How do you connect to the internet? How do you connect your computer to the phone?
I'm not sure but I think your provider has some kind if NAT in there. This means unless your provider have anyway for you to configutr how this NAT works, you can't run a public facing server with this setup. (Also for example you can't serve a web site to the public).
This is because of the brain damage of the NAT. I hate NATs. This means that essentially your provider is not giving you true internet connection, but merely a web browsing connection thingy with which you can only send outward requests and receive a response, but can't receive a request on it's own.
