An error when setting-up server

When I setting up a server, the console gives an error:

[513da5a8][net]: failed to create socket with domain 23 and type 2 (10047 '使用了与请求的协议不兼容的地址。')
in English
[513da5a8][net]: failed to create socket with domain 23 and type 2 (10047 'An address incompatible with the requested protocol was used.')

I checked firewall and service, and there's no unusual things happened in firewall and service.

How do I fix this?
